The majority of our students come to us from the Florida College System. Most will have completed their associate in arts degree. However, we review transfer students from accredited institutions from all over the world. We encourage you to apply at least six to nine months prior to the term you wish to enter and, after browsing our website, we hope you will contact us with any remaining questions.

We award transfer scholarships to all students who apply with a 3.0 GPA or better after earning an Associate of Arts degree from a regionally accredited college or university.


The Transfer Application Process

Step 1 Select Major

Determine if the major/program of interest has additional admission criteria, e.g., prerequisites, GPA requirement, application deadlines, etc.

Step 2 Apply Online

Apply online and select the Panama City Campus Transfer application. (Note: If the applicant selects Transfer, the application will be reviewed for FSU Tallahassee transfer admission).

Step 3 Submit Official Transcripts

The student applying must request that official transcripts be sent to FSU Panama City. Transcripts are considered official when they bear an official seal and signature and are sent from the issuing institution directly to FSU Panama City.
The following transcripts are required application materials:

  • Official high school transcript.
  • Official college/university transcripts from each institution attended. (Transfer credit posted on the records of other institutions is not accepted in lieu of transcripts from the original institutions).

College coursework from a non-U.S. institution must be evaluated by a National Association of Credential Evaluation Services (NACES).

If you are unsure of how to order your transcripts from previous or current institutions, please contact the school’s respective registrar’s office directly for assistance of the process.

Florida State University Panama City accepts electronic transcripts submitted through databases such as Parchment, FASTER, eSCRIP-SAFE, etc. Electronic transcripts can be addressed to admissions@pc.fsu.edu.

Step 4 Submit ACT and/or SAT Test Scores

First year and sophomore applicants (12-59 semester hours of transferable credit as determined by the Office of Admissions) must submit official ACT (#0734) and/or SAT (#5219) results for every test taken. Since the highest combination of scores is always considered, FSU Panama City recommends submitting all test results.
Junior and senior applicants (60+ semester hours of transferable credit as determined by the Office of Admissions) are generally not required to submit ACT and/or SAT test scores; however, the Office of Admissions will contact the applicant if test scores are needed.

Step 5 Submit all AICE, AP, IB, or CLEP

Submit all AICE, AP, IB, or CLEP results if you have earned college credit through one of these accelerated mechanisms. (Please refer to the testing service’s website for detailed information on ordering score reports).

Step 6 Submit the Residency Declaration for Tuition Purposes form

This form is located within your Application Status Check after the application has been submitted

Monitor Your Progress

The Application Status Check allows you to regularly monitor the status of your application and required materials. Most of our communications, including our admission decisions, will be available on the Application Status Check. You are responsible for regularly checking your email account and the Application Status Check. Please ensure that we always have your most up-to-date email address, and include admissions@pc.fsu.edu in your address book.

Admission Requirements

Transfer admission is a holistic and selective process, and no single criterion guarantees admission. Rather, we consider all of the documentation you submit, and we carefully review your academic record to ensure you are prepared for the academic rigor you will encounter at Florida State University. The more college credit earned after high school graduation, the less we focus on your high school performance. Some colleges and departments limit the number of students they admit to their programs; thus, your intended major could factor into our admission decision.

Satisfactory academic process and excess credit hour surcharge

All transfer applicants must have demonstrated satisfactory academic progress.Typically, students will be charged double the tuition rate for each credit hour beyond 132 hours for a normal 120-semester hour degree program. 

Excess Credit Hour Surcharge

In 2009, the Florida Legislature implemented a new law (Section 1009.286, FS) to encourage students who enroll in a state university to complete the baccalaureate degree program as efficiently as possible. It established what is commonly referred to as an "Excess Credit Hour Surcharge" by charging an additional student payment to those students who do not complete the baccalaureate degree in a timely fashion. Accelerated coursework (AICE, AP, IB, CLEP, and dual enrollment) taken while in high school are not calculated in this hour count. First-year/sophomore-level applicants  (12-59 hours)

First year and sophomore applicants (12-59 semester hours of transferable credit as determined by the Office of Admissions) must:

  • have a strong academic high school profile that is indicative of success at the college level. Very few students with less than a 3.0 academic GPA will be admissible.
  • have a minimum GPA of 2.00 on all attempted college courses. In calculating your GPA, we use all attempted courses (including D's, F's, and WF's) from every college you have attended. If a course is repeated, we will use both grades. 
    NOTE: The best indication of your potential academic success at Florida State University is your calculated transfer GPA. Very few students with less than a 3.0 calculated GPA will be admitted.
  • be in good academic standing and have at least a 2.0 calculated GPA on all work attempted at your last institution.

Junior/Senior-Level Applicants (60+ hours)

Junior and senior applicants (60+ semester hours of transferable credit as determined by the Office of Admissions) must:

  • have a minimum GPA of 2.00 on all attempted college courses. In calculating your GPA, we use all attempted courses (including D's, F's, and WF's) from every college you have attended. If a course is repeated, we will use both grades.
    NOTE: The best indication of your potential academic success at Florida State University is your calculated transfer GPA. Very few students with less than a 3.0 calculated GPA will be admitted.
  • be in good academic standing and have at least a 2.0 calculated GPA on all work attempted at your last institution.

Associate of Arts (AA) Degree

Applicants who have received an Associate of Arts (AA) degree from a Florida public institution immediately prior to transferring, receive priority consideration for admission provided the application and all supporting documents are received in the Office of Admissions by the deadline.

NOTE: Applicants who graduate from high school and who will receive an AA degree at the same time must meet the first year admission requirements AND the major requirements when submitting the admission application.

World Language Admission Requirement

All transfer applicants must have satisfied the state of Florida's world language admission requirement at either the high school or college level. At the high school level, students must have earned two sequential units of high school credit in one world language (e.g. Spanish I and Spanish II) or American Sign Language. At the college level, students must have completed through the second elementary/beginning course of one world language or American Sign Language (or documented equivalent proficiency).

College-Level Proficiency Skills in English and Mathematics

All transfer applicants must have demonstrated college-level proficiency in English and mathematics prior to being considered for admission. You can demonstrate proficiency by having a minimum of three semester hours of approved college-level English composition and a minimum of three semester hours of approved college-level mathematics with no grade below "C". Please be aware that many majors will require that you complete 6 credit hours in each of these areas (depending on the amount of transfer credit you will have earned before enrolling at FSU). Major Requirements

All transfer applicants must select a major. In addition to meeting general University requirements, you must also meet the criteria established for admission to your selected major. General University admission requirements are listed on this page, but you should refer to the Academic Program Guide for detailed information. The Panama City campus Academic Program Guide provides a detailed program description, an academic map, and a link to your department of interest. Because major requirements often include specific course requirements, it is crucial that you provide us with all AP, IB, AICE, or CLEP exam results so that we have a complete record of all the course credit you have earned.

Limited-Access Programs

A limited-access program utilizes selective admission to limit program enrollment. Limited-access status is justified when student demand exceeds available resources (student/faculty ratios, instructional facilities, equipment, or specific accrediting requirements). Criteria for selective admission include indicators of talent, performance, creativity, or ability to complete the program's required work. Admission to such programs is governed by the Articulation Agreement and the State Board of Education administrative rules.

For a number of degree programs, access is limited at the upper-division level to those students meeting certain additional criteria. These additional criteria are applied equally to students that will have earned 52+ credit hours at the time of enrollment in FSU, AA degree transfers from Florida public institutions, and rising juniors at Florida State University.

A number of different colleges offer limited-access programs. For specific admission requirements to a particular department or college, refer to the appropriate section of the Panama City campus Academic Program Guide.

Accelerated Credit

Up to 45 semester hours of credit can be awarded by taking AICE, AP, IB, or CLEP tests and achieving appropriate scores.* To receive credit, official test scores must be sent directly to the Office of Admissions. Credit will be awarded only once for the same subject, whether from credit by examination, dual enrollment, transfer credit, or FSU course credit. Credit awarded for dual enrollment or transfer courses takes precedence over credit by examination.

Students enrolled in college coursework prior to graduation from high school (dual enrollment) may be awarded college credit. An official college transcript will be required for the posting of credit. We will not post college credit from a high school transcript.
